Howard Carr is a retired Captain of the Virginia Beach Police Department where he served for 35 years. He was an Assistant Professor of Criminal Justice (Adjunct Faculty) at Tidewater Community College for twenty-seven years and is retired from the United States Coast Guard Reserve as a Lieutenant. He earned a Masters degree in Public Administration, a BA, and two Associates Degrees. He is well known in the community and will play a major role in the recruiting of other members of the Board once the foundation is fully operational, as well as taking the lead in fundraising.
